Board of directors of Œuvre Nationale (mandate 2024-2029)
On November 29th 2024, Prime Minister and Minister of State Luc Frieden appointed the members of the Board of Directors of the Œuvre Nationale de Secours Grande-Duchesse Charlotte for the 2024–2029 term, which began on December 4, 2024.
A diverse team in service of the public good
Mrs.Danièle Wagener has been reappointed as president and will be joined by Mrs. Simone Flammang, vice president, and Mr. Carlo Thelen, general secretary. The new board, composed of 13 members with diverse and complementary backgrounds, reflects the Œuvre Nationale's commitment to addressing the social, cultural, and environmental challenges of our time.
We would like to sincerely thank our outgoing members Mrs. Andrée Billon, Mr. Henri Grethen, and Mr. Georges Keipes for their tireless dedication over the past years. Their expertise, commitment, and humanity have left a lasting mark on the work of Œuvre. Each of them has contributed, through their ideas and efforts, to strengthening our institution and supporting transformative projects.
A term rich in accomplishments
Mrs. Danièle Wagener reflects on the major accomplishments of the 2019–2024 term. One key milestone was the development of an ambitious and participatory strategy designed to guide the actions of Œuvre for the next five years.
In the face of major crises – the reception of refugees, the pandemic, flooding – Œuvre responded quickly, implementing adapted project calls and supporting initiatives that made a real difference on the ground.
Mrs. Wagener also highlights the importance of the reforms undertaken.
Strengthening our governance and consolidating the legal monopoly of the Loterie Nationale have been and will remain essential challenges to ensure the longevity of our mission.

A future focused on action and support
With this new term, Œuvre is embarking on a determined transformation as it approaches its 80th anniversary: evolving from a financial role to that of an active field player, capable of supporting and catalyzing lasting change. This ambition is built on three pillars: more targeted and faster assistance, modernized communication, and strengthened governance.
What inspires me the most are the encounters with those who work every day for the most vulnerable. Their commitment and respect for those they support remind us of the collective strength that drives Œuvre.
