About Œuvre Nationale

Originally established in 1944 to help victims of World War II, today Œuvre is dedicated mainly to financing initiatives in Luxembourg that serve the public interest through five areas: Social, Cultural, Environmental, Sports & Health, Remembrance & Heritage. With an emphasis on solidarity, innovation and sustainability, Œuvre endeavours to respond to social needs that are unmet by public or private funds.

Œuvre Nationale de Secours Grande-Duchesse Charlotte is a public sector establishment placed under the authority of the Prime Minister, Minister of State. It is responsible for organising and managing the Loterie Nationale, which was created in July 1945 to make Œuvre Nationale's missions permanent. All the profits from the games are donated to Œuvre to support projects that serve the public interest in Luxembourg.

Œuvre regularly engages in dialogue with stakeholders in the field, in civil society, in public institutions and across the political sphere. This dialogue produces strategic priorities that in turn generate specific initiatives in response to the challenges identified. We also organise conferences and training courses and occasionally issue calls for projects.

Governance

Œuvre's board of directors is made up of experts from a range of areas who are appointed by the Prime Minister, Minister of State by decree for a five-year term. The board also oversees the Loterie Nationale. It is tasked with setting Œuvre's strategy, managing its budget and taking decisions on the requests for financial assistance submitted to Œuvre.

Œuvre Nationale has several special, cross-disciplinary committees to support its board of directors. The committees are made up of board members, Œuvre staff and sometimes external experts for the advisory committees.
